She believes climate lockdowns will be necessary unless we “overhaul our economic structures and do capitalism differently.”

The report, titled “Avoiding a climate lockdown”, was written by Mariana Mazzucato, a professor of economics at University College London, and head of something called the Council on the Economics of Health for All, a division of the World Health Organization. It was first published in October 2020 by Project Syndicate, a non-profit media organization that is (predictably) funded through grants from the Open society Foundation, the Bill & Melinda Gates Foundation, and many, many others. After that, it was picked up and republished by the World Business Council for Sustainable Development (WBCSD), which describes itself as “a global, CEO-led organization of over 200 leading businesses working together to accelerate the transition to a sustainable world.”. The WBCSD’s membership is essentially every major company in the world, including Chevron, BP, Bayer, Walmart, Google and Microsoft. Over 200 members totalling well over 8 TRILLION dollars in annual revenue. In short: an economist who works for the WHO has written a report concerning “climate lockdowns”, which has been published by both a Gates+Soros backed NGO AND a group representing almost every bank, oil company and tech giant on the planet.
Whatever it says, it clearly has the approval of the people who run the world. … The whole article is not an argument, so much as an ultimatum. A gun held to the public’s collective head. “Obviously we don’t want to lock you up inside your homes, force you to eat processed soy cubes and take away your cars,” they’re telling us, “but we might have to, if you don’t take our advice.”
CNN: France is set to ban short domestic flights in favor of train services, after lawmakers approved a plan that will see several air routes discontinued to reduce emissions…Left-wing MP Danièle Obono said the government’s plan to move away from a four-hour limit would “save the three routes that emit the most greenhouse gas: Paris-Nice, Paris-Toulouse, (and) Paris-Marseille.” … Last year, Austria’s flagship airline was ordered to replace one of its flights with a more frequent train service, in order to meet the environmental criteria of its government bailout.

Journal article urges for “the need for a low-carbon recovery from the COVID-19 crisis” by using “personal carbon allowances (PCAs).” “A PCA scheme would entail all adults receiving an equal, tradable carbon allowance that reduces over time in line with national targets…encompassing individuals’ carbon emissions relating to travel, space heating, water heating and electricity.” … “Allowances were envisioned to be deducted from the personal budget with every payment for transport fuel, home-heating fuels and electricity bills. People in shortage would be able to purchase additional units in the personal carbon market from those with excess to sell. New, more ambitious PCA proposals include economy-wide emissions, encompassing food, services and consumption-related carbon emissions, for example.”
In particular, during the COVID-19 pandemic, restrictions on individuals for the sake of public health, and forms of individual accountability and responsibility that were unthinkable only one year before, have been adopted by millions of people. People may be more prepared to accept the tracking and limitations related to PCAs to achieve a safer climate and the many other benefits (for example, reduced air pollution and improved public health) associated with addressing the climate crisis.Sustainable Development Goals (SDGs)
Other lessons that could be drawn relate to the public acceptance in some countries of additional surveillance and control in exchange for greater safety…Recent studies show how COVID-19 contact-tracing apps were successfully implemented with mandatory schemes in several East Asian countries, such as China, Taiwan and South Korea…Recent advances in smarter home and transport options make it possible to easily track and manage a large share of individuals’ emissions. Evidence from the roll-out of smart meters and informative displays can be used to design feedback that is highly effective in engaging individuals to reduce their energy-related emissions…In terms of implementation platforms, while in the 2000s carbon allowances were expected to be managed by a card, in the 2020s high ownership would make smartphones the preferred option for accounting and trading (while providing alternative options for the few without smartphones).

British Medical Journal study: “To meet the planetary health diet recommendations, average meat consumption in Africa can slightly increase (2%), whereas in North America and Europe it needs to fall by 79% and 68%, respectively. … “Sustainable land travel will involve substantially fewer journeys by car and more journeys taken by foot, bicycle, and public transport, ensuring that all transport is carbon neutral and powered by renewable energy.” #
Breitbart News: A report produced by Cambridge University academics has called for foods with so-called high carbon footprints, such as dairy and meat, to be made more expensive in order to save the planet. The Cambridge University-led study published by the British Medical Journal (BMJ) says that “education” alone on changing diets towards more plant-based habits and abandoning car ownership is not enough. The report, “Changing Behaviour for Net Zero 2050” instead suggests there be “rapid, radical changes” to pricing in order to make normal food consumption and travel prohibitively expensive. In forcing people to abandon their cars, the scientists suggest increasing prices of fossil fuels and charging private car owners for road use, including “congestion zone charging and increased parking costs”. “Restricting availability and attractiveness of car use — eg, car-free zones, limited parking, traffic calming measures, and low-speed limits” was also recommended.

UK Guardian: Meat tax & frequent-flyer levy Net-Zero proposals briefly published by UK govt then deleted – Government ‘nudge unit’ document published alongside net-zero strategy before being withdrawn within hours – A blueprint to change public behavior to cut carbon emissions, including levies on high-carbon food and a reduction in frequent flying, was published by the government alongside its net-zero strategy on Tuesday but was withdrawn within a few hours. …
The blueprint, however, emphasizes that tackling the climate crisis requires “significant behavioral change”. According to the document, titled Net Zero: principles for successful behavior change initiatives, and produced by the behavioral insights team, or “nudge unit”, the British public may have to reduce its demand for high-carbon activities such as flying and eating ruminant meat, among other changes. …

Deleted Report: Corona Shows Public Have ‘Deep Set Reverence’ for Govt But Hate Elite Hypocrisy – At the start of the pandemic research found that most Britons were not worried about coronavirus, something which troubled the government’s advisors. This was reflected in a report by the government’s Scientific Pandemic Insights Group on Behaviours team, which found in its research on how to increase adherence to instructions that:
[A] substantial number of people still do not feel sufficiently personally threatened [by Covid-19]… The perceived level of personal threat needs to be increased among those who are complacent, using hard-hitting emotional messaging. To be effective this must also empower people by making clear the actions they can take to reduce the threat.

Out: COVID lockdowns. In: Climate lockdowns – ‘There could be a ban on ‘nonessential travel’ with hefty fines’ – “Is it really such a stretch to think that a lockdown could be imposed (once again crashing the economy) to drastically cut emissions while we await the widespread availability of ‘affordable’ electric cars and charging stations? And even if it’s not something as drastic as a total lockdown, there could be a ban on ‘nonessential travel’ with hefty fines for driving anywhere except to your job, the grocery store or the doctor’s office. From there you can easily imagine an order limiting the sale or purchase of red meats or other unapproved foods.
Beyond that, the possibilities showing up on liberal wishlists are nearly endless. Driving to vote may be declared an unnecessary consumption of fossil fuels, so all voting could be mandated to be done by mail. Home air conditioning could be deemed too much of a risk to the environment. (It’s already been suggested.) And all of this could be done without a single elected representative ever casting a vote. Since it’s an ’emergency,’ executive orders can handle the whole thing.”
Yvo de Boer’s words sound prophetic when compared to the comments of climate campaigners in 2020 excited about the impact of the COVID lockdowns.
Climate activist Eric Holthaus said on April 22, 2020, about the impact of lockdowns on global CO2 emissions: “This is roughly the same pace that the IPCC says we need to sustain every year until 2030 to be on pace to limit global warming to 1.5C and hit the Paris climate goals. This is what ‘rapid, far-reaching and unprecedented changes in all aspects of society’ looks like.”
Former secretary of state John Kerry opined, “It’s a tragically teachable moment. I don’t say this in a partisan way. But the parallels [between COVID-19 and climate change] are screaming at us, both positive and negative….You could just as easily replace the words climate change with COVID-19; it is truly the tale of two pandemics deferred, denied, and distorted, one with catastrophic consequences, the other with even greater risk if we don’t reverse course.”
“If one lesson from the pandemic is that taking serious action in a timely manner is key—then shouldn’t this also be true in terms of climate change?” asked Sir Lindsay Hoyle, the speaker of the House of Commons, at the G7 Speakers’ Meeting in 2020. Hoyle expressed his amazement at how readily the public had accepted the COVID lockdowns. “No-one could ever imagine that we would be wearing masks so readily and that we would all be so compliant,” he said. “People were prepared to accept limitations on personal choice and lifestyle—for the good of their own family and friends.”
In February of 2020, Democratic presidential primary candidate and mega–climate funder Tom Steyer laid out his plan for a climate police state. “I will declare a state of emergency on climate on the first day of my presidency. I will use the Executive emergency powers of the presidency to tell companies how they can generate electricity, what kind of cars they can build—on what schedule, what kind of buildings we’re gonna have, how we are going to use our public lands,” Steyer declared. “We need to rebuild this country in a climate-smart way…we don’t have a choice on this.”
In 2019, University of Copenhagen international relations professor Ole Wæver explained, “If there was something that was decided internationally by some more centralized procedure and every country was told ‘this is your emission target, it’s not negotiable, we can actually take military measures if you don’t fulfill it,’ then you would basically have to get that down the throat of your population, whether they like it or not.”
Youth activist Jamie Margolin wrote for Teen Vogue article titled, “Coronavirus Response Should Be a Model for How We Address Climate Change,” wrote – “If we can shut the world down to stop a virus, that also means it is possible to do the same for climate change. Treat all emergencies like emergencies!”

So, we’re learning more now about the sad toll of the corona lockdowns in this country. According to Joe Biden though, we could get another round of lockdowns. These, for a crisis that’s every bit as bad as the coronavirus, may be worse. That crisis, of course, says Joe Biden is climate change.

CARLSON A unified national response. It’s involuntary, that’s the one thing we know. What does it mean? Well, we’re learning that a World Health Organization staffer has written a report saying that a climate lockdown could be called for, just like a COVID lockdown, a climate lockdown.
Marc Morano is an author who has written a lot about climate change. He founded Climate Depot. He joins us tonight. Marc, thanks so much for coming on.
A climate lockdown. Now, I would laugh this off the table except we all just lived through the last 18 months, so we know that anything is possible. What does this mean exactly?
MARC MORANO, FOUNDER, CLIMATE DEPOT: Well, you know in my book “Green Fraud,” I detail two chapters on this, Tucker. This is — the climate activists were first of all jealous when the COVID lockdowns happened. They were beside themselves saying how is this happening? Everyone from Greta Thunberg to John Kerry, U.N. officials, and then they started saying, we need to follow this.
If we can shut down for a virus, we can shut down for climate, and that’s what we’re seeing. There’s even academics in Australia proposing adding climate change to death certificates, and Bill Gates has said the death toll will be greater.
So, they’re following every step of the way and it’s not just, you know, a professor here or someone in academia, we have a major U.K. report coming out. We have an international agency report that came out calling for essentially the same type of lockdowns, everything from restrictions on your thermostat to restrictions of moving. You know, you can only fly in a climate emergency when it’s quote, “morally justifiable.” You know kind of like a lockdown, you have to justify going to the store for essential services.
They’re going after freedom of movement. They’re going after private car ownership. They’re going after everything it means to be a free person and turning it over to the administrative state.
CARLSON: Would this include shutting down the iPhone factories in China? Would china and India participate in this climate lockdown? Or is it kind of you first, America?
MORANO: Well, you know, as we know the lockdowns had never been proposed. We felt like lemmings following the Chinese Communist Party in terms of them recommending lockdowns. The World Health Organization went after it. The World Health Organization employees are now recommending these climate lockdowns.
The one country that won’t be affected is China. As you say, as we’re sitting home binge-watching Netflix, we’re not going to be able to have the freedoms we used to have. In the U.K., they propose CO2 ration cards that the government or employers would monitor your CO2 levels. You know your energy use, your travel, the type of car you drive.
If you exceed a level, you pay penalties. If you’re under, you get credits.
This is the world, a CO2 budget for every man, woman, and child on the planet has been proposed by a German climate adviser. This is our — this is what we’re looking at.
You know, I talked to a German who talked about East Germany. They used to have these kind of restrictions in East Germany before you could leave the country, but we’re talking about proposing these now on Americans within the country, and we had this of course with COVID. They were talking about bans on interstate travel at one point, a national ban, some of Biden’s advisers.
So, anything is possible. Chuck Schumer is urging Biden to declare a national climate emergency just like a blue state governor, he could have emergency powers.
CARLSON: I feel such a deep shame that Americans complied with what we’ve just been through and I hope that they will not comply with this. I really do.

But much of what we have learned from Covid-19 – about the state, authority, journalism and civil society – is directly applicable to what’s coming next.” … Of course, the two challenges are different. So far, a little over 4.3 million people have died from Covid. Australian and Chinese academics estimate that around five million people are dying each year from the effects of climate change […] Suffice it to say that even if the Delta variant is the most infectious disease mankind has so far faced, the climate emergency is at another level – a reshaper of geography, highly unpredictable and, in short, existential for the planet and its inhabitants.

It’s not hard to see exactly where this all leads. Mostly because they’re telling us. Establishment voices have already talked about “climate lockdowns”, and the UK’s Science Advisor Patrick Vallance wrote, last week, about how: “nothing short of transforming society will avert catastrophe” This isn’t new. This has been bubbling along in the background for months (I have already written two articles about it), but the message is being refined into a simple three-step process:
- Point out all the ways Covid and climate change are similar.
- Emphasise that Climate Change is much more of a threat than Covid. Use the word “existential. A lot.
- Argue that since we were willing to change to fight Covid, we should do the same for climate.[optional]
